Poverty does not treat everyone equally. Women, children, gender minorities, and people of color are often the hardest hit. And while women in poverty experience the same issues that all people in poverty experience—income inequality, unemployment, poor health, violence, trauma, and more—the odds are often uniquely stacked against them in gendered ways.
There are 6.5 million women. and an estimated 50,000 trans people living in Illinois. They are a driving force in our economy and care for our children, sick, and elderly, and yet continue to face discrimination and inequitable opportunities. This year's annual report on poverty in Illinois shows how gender, gender identity, and gender norms shape experiences of poverty for women and gender minorities—and how women who have other marginalized identities experience even more inequity. If we want to dramatically reduce poverty, improving the well-being of women— particularly women of color—would deliver the biggest return.
The study, funded by Robin Hood, is the most rigorous, independent, third-party evaluation of group microfinance in the United States, assessing Grameen America's program, a microfinance model that provides small loans to low-income women entrepreneurs in the United States seeking to launch or expand small businesses.

The Center provides new information on budget cutbacks to teacher professional development, declining enrollment in preparation programs, drops in the rate of newly credentialed teachers, and escalating educator retirements.
The report also looks at how California's school principals perceive their role and how well-prepared they are in helping their teachers become more effective educators.
In addition to research and analyses, this report offers useful recommendations. How can we improve the state's system of teacher development and evaluation in ways that strengthen the quality of classroom practice? How can we help educators prepare for the challenge of implementing the Common Core State Standards?

Nonstandard or alternative employment relations refer to employment by a temporary help agency or contract company or as an on-call worker or day laborer. We refer to these nonstandard employment relations (which involve an employer and employee) and independent contracting collectively as nonstandard or alternative work arrangements in this report. Contingent workers are workers who do not expect their job to last or who report that their jobs are temporary. Contingent workers and workers in alternative work arrangements are measured separately. Both have become increasingly prominent in theoretical and policy thinking about how employment has changed in recent years in the United States and other post-industrial countries.
Until recently, only relatively poor information on the extent of contingent work and nonstandard work arrangements and how this has changed during the past several decades has been available. The May 2017 Contingent Worker Supplement (CWS) — conducted by the Bureau of Labor Statistics (BLS) 12 years after the last CWS and 22 years after the first — provides an opportunity to examine how contingent work and nonstandard work arrangements have changed over the last two-plus decades. This report examines these changes between 2005 and 2017, with special attention to how older workers — ages 55 to 65 and 65+ — have fared.

Most Americans know that their earnings are subject to the Social Security payroll tax. Not as many are aware that the amount of earnings subject to the tax, while liable to change, is capped at the same level for everyone, regardless of total earnings. This year, the maximum wage earnings subject to the payroll tax is $132,900.
The cap on the Social Security payroll tax means that those with the highest earnings effectively pay a lower rate. People who earn a million dollars a year pay this tax on about an eighth of their earnings. People who earn a quarter of a million dollars pay the tax on just over half their earnings. It is important to note that this just applies to wage earnings, not other forms of income. If the individual earning $250,000 a year makes another $250,000 from investments, then they end up paying the Social Security tax on about a fourth of their income. The vast majority of workers fall below the $132,900 cap though, and have significantly less stock or other income, if any. As a result, all or most of their income is subject to the payroll tax.

This brief examines demographic trends in rural America, a region often overlooked in a nation dominated by urban interests. Yet, 46 million people live in rural areas that encompass 72 percent of the land area of the United States. "Rural America" is a simple term that describes a remarkably diverse collection of people and places. It encompasses vast agricultural regions that are among the most productive in the world; sprawling exurban areas just beyond the urban fringe; successful ultra-modern industrial, energy, and warehousing complexes strung along rural interstates; regions where coal, ore, oil, gas, and timber are extracted, processed, and shipped; struggling factory towns facing intense global competition; and fast-growing recreational areas situated near scenic mountains and lakes.

This report reveals that women of color encounter systemic obstacles to their advancement over and above the barriers faced by white women and men of color. Education and training are not the solution—women of color with high levels of education are more likely to be in administrative roles and are more likely to report frustrations about inadequate and inequitable salaries. BMP's call to action focuses on systems change, organizational change, and individual support for women of color in the sector.

In the absence of national paid leave laws, some states have responded by creating programs that provide partial replacement of lost wages when urgent health or family needs mean workers must miss work. The three states with the longest track records are California, which implemented paid family leave in 2004; New Jersey, which implemented it in 2008; and Rhode Island, which followed in 2014. All three have had paid medical leave to address a worker's own serious illness for 70 years or more. Today, six states and the District of Columbia have enacted laws that provide workers with paid family and medical leave. Despite the existence of these state laws, both awareness and usage — especially among workers in low-paid jobs and members of minority communities — have been low.
This report examines a number of innovative projects in California, New Jersey, and Rhode Island designed to produce usable knowledge about what works — and what doesn't — in raising awareness among workers most likely to need paid family leave and least likely to know about it. It draws the lessons learned in the field and provides guidance to advocates in states with paid family and medical leave programs as they design interventions to address this challenge.

Sexual harassment in the workplace is a serious problem affecting workers across the United States and in New Hampshire. Nationwide, approximately four in ten women and more than one in ten men have been victims of workplace sexual harassment in their lifetimes. Research shows that such harassment has lasting economic, health, and family-related consequences for victims and their families: it increases victims' job exits and financial stress, alters career paths, and has deleterious consequences for mental and physical health, including depression, anger, and self-doubt

This study explores family philanthropy in Singapore, as practiced through the family foundation. Throughout the documented history of Singapore, private philanthropy has played an important role. This study looks into why some philanthropists decided to institutionalize their giving by setting up and funding a private family foundation, and how they go about their different ways of expressing and sustaining their philanthropy.

Around the world, communities are working to take advantage of the technology revolution now propelling the global shift toward an information-based society, in which knowledge is the new capital and higher education is the new machine. Jacksonville, even with some of the necessary machinery in place, needs to build its intellectual infrastructure, which includes everything from improving high school graduation rates to attracting more research dollars into the local economy. Despite the recent rapid growth of the community and its higher education institutions, neither the community nor its colleges and universities have worked together in a strategic, comprehensive way to position Jacksonville for the future.
The Town and Gown study committee began by identifying current and potential roles for both the community and higher education institutions in building the intellectual capacity of Jacksonville. In doing this, the committee reviewed the historical growth of higher education in the community. The committee then examined how higher education institutions were meeting the needs of the local community, and whether the community was supporting those endeavors. Lastly, the study committee identified successful efforts in other communities where strategic collaborations between institutions of higher education and the community have produced tangible results.
The committee found that Jacksonville has reached a critical juncture in its history. Nothing less than the future of the community is in question. On the one hand, the future can be shaped through a deliberate, thoughtful, and intentional focus on building a community that recognizes knowledge and the acquisition of knowledge as a valuable local commodity beneficial to every resident's quality of life. On the other hand, the community (town) and its colleges and universities (gown) can continue growing along separate paths and Jacksonville may lose the opportunity to own its destiny in a world increasingly driven by intellect, ideas, and innovation.
To compete globally and improve its quality of life, the Jacksonville community has to work locally with its higher education institutions to: develop sustained leadership in every sector of the community, including government, business, and higher education, to work towards building Jacksonville's intellectual infrastructure; create and implement a strategic vision that improves the quality of life in all areas of the community by co-opting the teaching, research, and service roles of universities for the betterment of Jacksonville as a whole; and build active collaborations between higher education and community institutions to carry out that vision as well as prepareJacksonville and its residents for meeting the opportunities and the challenges of the 21st century and beyond.
